Abstract Whether urban areas and rural areas separately constructs different governance system,or constructs the same governance system,mainly due to their social characteristic and their relational pattern.Transformation from dual to unitary governance system will be the general tendency of rural grass-root management system innovation.However,for agriculture villages and towns in the super city suburb,the key is transformation from administration oriented system to public service oriented system.
