Abstract In the course of transforming from industrial society to post-industrial one,the social governance structures get in unbalance owing to the whole society barge up against an unprecedented complexity and uncertainty predicament.They appear mainly in the legitimacy crisis of the public sphere and the irrationality of governmental bureaucracy.Just due to these crises,the whole society was put into the condition of risky society.So we need to reconstruct the social governance structure.As to reconstruction,the project is not based on the cognition but on the reflection about the structure of the industrial society.
