Abstract After Sino-Japanese War,in order to promote the social economy restoration and development,the chamber of commerce had jointly established the Republic of China chamber of commerce federation.After founded,the federation positively held the domestic products exposition and developed the overseas market,and took all kinds of measures to promote social economy restoration and development,simultaneously hoped to participate national politics through the legitimate way. Although national government realized the huge function of the chamber of commerce about carrying out the correlation policy,it actually had no intention to entrust the chamber of commerce with more system space in political and economical participation.
