Abstract This article analyzes the will of peasants in the city about "being citizen" by demonstration inspection. The result indicates that it's a long-term and irreversible process for peasants to be citizen. And,it's not a simple problem about the changes of census register or status.Comparing with the census register and social security, peasants in the city are more concerned about whether they could get relatively steady jobs and have incomes of more reasonable level in a city.Meanwhile,we also discover that the younger peasants and peasants with higher education and better salary are all very self-confident to work and live in a city. And they are not extremely care about their present identities.Because in their eyes, citizenship hasn't any effect on them to live in a city. However, they think that they should obtain the citizen rights. Moreover, they are more willing to settle down in a city.At last, the article puts forward some relevant policy proposals.
