Abstract The concept of community foundations is quite new to the academic and practical field in China;however, some grass-root organizations began emerging in response to local problems accompanying social transformation, and have gradually approximated the community foundations in western nations.Based on the field survey, this article originates from the discovery that during groping and practising community foundation-like organizations make great efforts to activate and build community-based social capitals, integrate community resources, meet some vulnerable groups' demand for welfare which cannot be met by official aid systems, and promote social integration to some extent.During the course of the transition from the one-center model of state welfare supply to the multi-centers model of mixed welfare,it is likely that those welfare-oriented community foundation-like organizations without political threat or danger to state will change into community foundation, becoming a potential key to the construction and sustainable development of communities.
