Abstract There are some deep-rooted contradictions and problems in the transition of the rural taxes and fees reform.It is necessary to carry out the rural comprehensive system innovation.The basic idea of the rural integrated system is : optimizing the income distribution system;giving more support and protection to the "rural,agriculture,peasant";improving the rural management system and operational mechanism;optimizing the rural governance structure;establishing perfect public service system in rural areas;making overall planning for urban and rural economic and social development;consolidating the achievements of the reform of rural taxes and fees;and establishing and improving the long-term mechanism to reduce the farmers' burdens and increase their incomes.
