Abstract The article traces out theoretical sources of public service as nature of government.It is proposed that providing public service is a major source for modern government's legitimacy.In this sense,ways and methods of providing service are universal and transferable.As for China,it is inevitable to construct public service government after reform and development.But more efficient and sustainable service will rely on further reform.
