Abstract It is really very difficult to clearly define the boundary and range of public goods.Most goods fall between pure public goods and pure private goods.By introducing excluding instruments such as property right institution,organization and technology,private sector can effectively supply public goods.Entrepreneurial action in the competitive market tends to display various methods of private supply of public goods or public services.In certain cases,free-taker and exclusivity will no longer become the restrictive factors for the public goods provision.Nongovernmental supply of public goods out of non-profit can be one kind of practical model.
