Abstract Strengthening public service in rural areas is an important route to harmonize urban and rural development.Also it is the route to develop the rural ecological environment.All of that is the connotation of building public-service-oriented government.The unbalance of public service providing by governments already becomes the deep-rooted problem that has impacted on destructing the rural eco-system environment.That makes the problem of environmental equity become a more serious issue.This article thinks,the innovation of the public service system may provide some instructive suggestion to the problem.
