Abstract Political tolerance is the key concept in modern political philosophy, and has different interpretations of moral orientation and legal orientation. In fact, as a kind of moral or legal norms, political tolerance not only has the legal bottom line, but also has the moral values, including a series of value pursuit and moral responsibility, such as freedom, equality, respect, justice, deliberation and so on. Among them, justice is the most fundamental moral responsibility and goal, which requires respect and protection of individual liberty, equality and personality. The essence of political tolerance is an approach aiming to judicial consensus through deliberation, providing the foundation of heterogeneity people’s mutual respect and equality. It requires actors to take the corresponding moral responsibility while defending their rights. In the real social and political life, it is necessary to strengthen and realize the moral responsibility of political tolerance from the two dimensions of internal self-discipline and external compulsion.
