| From Embeddedness to Standardization: A New Model of Institutionalization of China’s Local People’s Congresses |

Abstract There have been three main theoretic models in the development of local People’s Congresses since 1979 in China, which are the political embeddedness model, political contestation model, and social embeddedness model. Combined a new model of interaction between institutions and actions with a case from Zhenping county People’s Congress in Shannxi province, this paper argues that a new top-down standardization model is becoming a mainsteam model promoting the institutional development of local People’s Congresses. This new model means that the development of local People’s Congresses in China is entering a stage of institutionalization process in which specialization is prompted by standardization.
