| Analysis on Strategic Interaction between the Revolution of Private Education Policies and the Participation of CPPCC Proposals |

Abstract By using the data on proposals related to private education policies’ in Chinese People’s Political Consultative Conference (CPPCC) from 1983 to 2012, this paper made a preliminary analysis on the characteristics of action of the stakeholders for private education. We can understand the logic of action of stakeholders by comparing central policies and proposals’ opinions according to different classifications in different periods. And we discovered that CPPCC proposals often show different attitudes towards different policies. Specifically, most proposals expressed support towards encouraging and decentralized policies. As for regulatory policies which would limit the behavior of local governments or private schools, the number of related proposals declined rapidly after the introduction of policies. In the case of supporting policies with restrictive requirements, all stakeholders involved hoped that the actual policies would change towards their own interests.
