Abstract The Chinese practice of intellectual property culture is an important cultural innovation in the evolution of traditional culture， and the culture policy of intellectual property deeply influences the success or failure of the modernization transformation of local culture. However， By practicing the current cultural policy of intellectual property， it is difficult to achieve the expected policy effects due to the single structure of policy subject and the restriction of implementation mechanism. It's necessary to transform the policy paradigm from instructing to governance under the guidance of meta-governance theory. In order to promote structural optimization on culture policy of intellectual property， the government should take the consensus on the value of intellectual property as the core goal， through changing policy concepts， expanding policy subjects， refining policy levels and enriching policy instruments.
