| Project Match：A New Theory of the Project System |

Abstract Competition is the best way of projects’ contract outsourcing according to liberalism theory. In that case， why don’t local governments choose it but turn to non-competition system？ Based on a case study，this paper analyzes the project match system. The contradiction between the project system and the bureaucracy system is the key factor which pushes the local governments to adopt the way of project match. The way of project match can stimulate the activeness of local governments，promote the development of social organizations and build a new relationship between nation and society.
