| Organizational Elasticity and Rule Embedding: The Construction Logic of Rural Consultative Governance Unit——Based on Process Analysis of Rural Community Consultative Experiment in Tianchang City |

Abstract The consultative unit is the carrier factor for the effective realization of rural consultative governance. Through the description of the consultative cases, This paper reveals that the elastic ability of the consultative organization determines the reasonable scale of the consultative unit,and the degree of the embedding of the consultative rules ensures the stable form of the consultative unit. The shaping of the consultative unit depends on the combination of organizational elasticity and rule embedding, thus forming a composite consultative unit system consisting of a basic unit, a deterministic unit and a developmental unit. In addition, according to the interest demands and governance costs in the consultation process, four functional types of the consultative unit are distinguished: dialoguemediation type, decisionallocation type, executionsupervision type, and consultingcogovernance type, which also proves that the construction of various consultative units helps to diversify the consultation effectiveness.
