| New Urbanization in the New Era：The Element Structure and Path Optimization |

Abstract Urbanization is a powerful engine for the rapid growth of the national economy. For a long time， the structural imbalance of the factors including population， land and finance makes the urbanization in the state of “unbalance”. Based on the perspective of factor system， in view of the contradictions in the development of urbanization， combined with the new concept of urbanization development and target orientation， this paper forecasts the development process of urbanization and the requirement of the factors in the period from 2016 to 2030， and evaluates the new level of urbanization and coordination in the future. The development of urbanization in the future is facing a huge gap of land and funds. The period from 2014 to 2018 is the policy adjustment phase and the transition opportunity phase of urbanization from “imbalance”to “equilibrium”.We should establish the basic idea of taking the financial elements as the breakthrough， restraining the rapid expansion of the land elements and promoting the coordination of the “population-land-finance” elements， in order to coordinate the household registration， land， financial and tax financial reform and policy coordination as the optimal path for the new era of new urbanization.
