Abstract China’s rural public cultural service institutions have become an guarantee to improve people’s livelihood in the process of modernization. It is important to trace back the course of the change of the public cultural service institutions in rural China. In the new era， high quality development， systematic construction， democratization development， intelligent construction and rule of law will become the trend of the construction of rural public cultural service institutions in China.
