Abstract Strengthening the construction of public health emergency management system in rural schools is an important part of improving the national grassroots governance system， and also an internal guarantee for the realization of Rural Revitalization. Rural schools face greater public health risks， and their emergency management system needs to be standardized and improved. In terms of crisis analysis， we should shift from the traditional result oriented “event functionalism” analysis to the Hazards-of-Place of Vulnerability analysis. Based on this analytical framework， this paper analyzes three impact conditions： the exposure of hazard causing factors， physical vulnerability and social vulnerability. At the same time， considering the uniqueness of the school system and the sustainability of education， this paper puts forward the construction path of public health emergency management system in rural schools， which includes： establish an assessment system based on vulnerability analysis； build a multi-agent collaborative organizational structure， and make use of localized resources and delocalized resources； through the process of reduction， readiness， response and recovery， standardize the public health emergency management system of rural schools.
