Abstract The purpose of optimizing the urban local legal system is to meet the needs of the modernization of urban governance. It can satisfy the legislative needs of modern urban governance， serve as an important basis for evaluating the quality of urban legislative work， balance the legislative supply and demand structure to promote urban economic development， and change the concept of urban governance to promote law-based governance in multi-levels and multiple fields. From the perspective of governance modernization， there is still room for improvement in the coordination and systematization in the current local laws and regulations in the urban areas in our country. The nature that laws are for the people is not fully reflected. The balance of supply and demand still needs to be improved. The precision and refinement are still not strong enough， and the initiative to implement China’s New Development Principles needs to be strengthened. To optimize the urban local legal system， it is necessary to promote the organic coordination and system support within the regulations， adhere to the “people-centered” legislation (which means legislation for the people)， pay attention to the dynamic balance of supply and demand of regulations， and appropriately relax the legislative power of cities with districts to expand the dimension of urban governance. It is also necessary to improve the refinement of the issue- and demand-oriented legislation，and to guide the construction of the urban local legal system with the China’s New Development Principles.
