Abstract Intergovernmental collaborative governance is regarded as an important means to solve the problem of cross-domain environmental pollution, but the practice of intergovernmental collaboration may produce collaborative inertia that makes the collaboration difficult to achieve. Based on 12 cases, this paper adopts the method of Crisp-set Qualitative Comparative Analysis and constructs the “structure-process” analysis framework to explore the complicated influence mechanism on the effect of intergovernmental collaborative governance in cross-domain environmental pollution. The results show that none of the six conditional variables, including direct promoters, is a necessary condition for effective intergovernmental collaborative governance of cross-domain environmental pollution. Further configuration analysis finds that effective intergovernmental collaborative governance of cross-domain environmental pollution presents different action paths and characteristics due to the different scales of collaboration. In interprovincial collaboration, there are two effective paths: interestdriven and authority-driven, and the effective interprovincial government collaborative governance presents the characteristics of local autonomy, so signing intergovernmental agreements is the key element. Effective intergovernmental collaborative governance within the province has only one function path, which is driven by assessment, and is characterized by the leadership of the higher-level government. The establishment of an assessment mechanism is the key element.
