Abstract：Based on the indexes and methods of statistics and scientometrics, this paper set up a statistical model for the evaluation and classification of the journals cited by JCR (abbrev. Journals Citation Reports). Taking the quality and level of the according journals as the basis of evaluating those of papers and taking the index number of journals as that of papers, this paper evaluates and compares the scientific research output and level according to different countries and different disciplines.
