Abstract：The paper has studied element meaning and characteristics of modernization and built the index system and standard of assessment of modernization course. On the basis of FCM, the 31 districts in China have been classified and distribution and main factors analyzed. Combining signal indexes, the author reveals the main tasks facing modernization course in China.
