Research on Critical Illness Insurance in China: A Literature Review

Abstract:Critical illness insurance for urban and rural residents is an innovative institutional arrangement to solve the problem of “poverty caused by illness”. By sorting out the relevant literature on catastrophic health expenditure and critical illness insurance in China, this article systematically summarizes the major controversies from the scholars in the field of institutional positioning, policy design and management, and thoroughly analyzes their recommendations such as multi-channel financing, differentiated compensation and specialized operation. It is concluded that the current research results provide the necessary theoretical and policy basis for the promotion of critical illness insurance. However, the related achievements are mainly focused on the economic dimension of critical illness insurance, which is difficult to make a full theoretical explanation for its dilemma of market embeddedness. The theory of government purchasing services provides a broader perspective for the comprehensive review of the policies of critical illness insurance, as well as the practice of critical illness insurance provides rich native materials for the research of government purchasing services, which will promote the further development of China’s public management and social security theoretical research.
