From General Domination to Socialized Integration: The Evolution Logic of Modernization of Grassroots Governance in China since 1949

Abstract:Since the founding of the People's Republic of China, with the construction of state power and the multi-dimensional transformation of the economic and social structure, the grassroots governance mechanism has gradually moved from general domination to socialized integration. The construction of modern nation-state has formed a system of general domination and governance based on planned economy, and the decentralization of power by the state and the development of non-public economic organizations have formed a system of grassroots self-governance supported by the socialist market economy. Due to the continuation of the habit of state power and the lag of the development of social market, grassroots governance has encountered the problems of “political and social failure” of administration and popularization. In order to get out of the governance dilemma, the socialized integrated governance mechanism characterized by professional traction, organizational participation and “political-social cooperation” began to emerge. In the new era, strengthening the overall leadership of the party, enhancing the party's socialized integration function and improving the cooperative governance mechanism under the leadership of grassroots party organizations become important issues to promote the modernization of grassroots governance.
