The research of accessibility and fairness of pension service facilities based on multiple modes of transportation——a case study of Wuhan

Abstract:At present, China is in a period of rapid population aging, while pension services are still in short supply, and the accessibility of pension facilities has an important impact on social equity and justice. Based on the accessibility of elderly care facilities in the two ways of walking and public transportation, two step floating catchment area is used to study the correction of the minimum adjacent distance method, and the fairness of the resource of the old-age service facilities is analyzed by Lorentz curve and location entropy. Results are as follows. 1) Streets' retirement facilities accessibilities based on two kinds of transport modes exist big difference, presenting the characteristics of the polarization of the aged group. 2) Compared to the public transportation and private car mode, pension service facilities allocation of resources presents the polarization on walking, and the characteristics of the mismatch of the pension service facilities and population distribution are presented. In the mode of private car travel, the old-age service facilities are able to meet the needs of the elderly population in the street, and show a more equitable spatial distribution pattern. 3) The accessibility of pension facilities is poor in central urban areas and the suburb of the west and southeast where elderly gather. It is necessary to further improve the public transport network in these areas to plan the layout of more elderly service facilities.
