Abstract:As an important carrier of innovation and development,the innovation leadership of national high-tech zones are required to be further enhanced in the Yangtze River Delta urban agglomerations.Due to the interference of external environmental factors and random error terms, it is difficult to accurately grasp the key points of improving the innovation efficiency of national high-tech zones in the Yangtze River Delta urban agglomerations. Therefore, the three-stage DEA model is used to conduct an empirical analysis on the innovation efficiency of national high-tech zones in the Yangtze River Delta urban agglomerations from 2015 to 2019. The results show that thelow innovation efficiency of the national high-tech zones in the Yangtze River Delta urban agglomerations is mainly caused by the low pure technical efficiency and the low scale efficiency, and the scale efficiency has a greater impact.The innovation efficiency of Shanghai national high-tech zone and most of the high-tech zones in Jiangsu has reduced, while that of most national high-tech zones in Zhejiang and Anhui has increased.The influence of economic development level and market opening degree on the innovation efficiency of national high-tech zones has changed from promotion to reduction. The quality of workers and the innovation potential of science and technology promote the improvement of innovation efficiency of national high-tech zones.The influence of environment and random factors gradually weakened. Therefore, it is necessary to improve pure technical efficiency on the basis of improving scale efficiency, strengthen the exchange and cooperation of national high-tech zones in the Yangtze River Delta urban agglomerations, optimize the resource allocation of national high-tech zones in the Yangtze River Delta urban agglomerationsto reduce redundancy, and promote the improvement of innovation efficiency of national high-tech zones in the Yangtze River Delta urban agglomerations.
