Key Ideas and Practical Approaches of Intelligent Social Governance

Abstract:Intelligent society is a low-entropy society with a feature of high-intelligence structure, which is fully embodied in its operational principles, social fields, and application scenarios. There are currently two interpretations of “intelligent social governance”. The first is “social governance by means of intelligence” (the current model), and the second is “the governance of an intelligent society” (the future model). To implement “intelligent social governance” requires the coordination between the present and the future. On the one hand, it is necessary to fully inherit the phased work foundation of the current model (intelligent cities, city brains, and so on); on the other hand, it is necessary to explore forward-looking future models simultaneously. To proactively and steadily advance the transition from “social governance by means of intelligence” to “governance of an intelligent society,” the central government of China launched nationwide experimental exploration and announced the first batch of national comprehensive experimental bases in 2021, encouraging local governments to “pioneer” and conduct experimental exploration. Those bases, represented by the Wuhan base, have explored an effective and forward-looking governance approach. Based on existing digital and informational infrastructure, a large-scale social simulator has been built, which serves as a “replica” of the future model of intelligent society. This large-scale social simulator lays a foundation for low-cost, repeatable, and revocable social experiments, which empowers governance in key scenarios, delivers high-quality public policies, verifies outcomes and improve effectiveness in practice. Public awareness and cognitive alignment will be strengthened through popularization of concepts.
