Abstract:Data as the fifth major factor of production has been increasingly driving the development of education. In light of the vast resources and diverse application scenarios associated with education data, based on the analysis of the characteristics of education data alongside the risks and challenges posed by traditional governance paradigms, this study proposes agile governance as a forward-looking framework for managing education data. With responsiveness and adaptability as key objectives for effective governance, openness and structural integrity as the foundation for collaborative governance efforts, agility and systematism as the empowerment of intelligent governance, and sustainability and adaptability as prerequisites for sound management practices, the study constructs an agile governance framework tailored to education data that elucidates the embedded logic of agile governance within the context of a governance system of education data. Employing a policy text analysis perspective, this study conducts text coding and content analysis on education data governance policies issued by central authorities to reveal developmental dilemmas of the current governance systems. Based on the framework of agile governance juxtaposed with these actual dilemmas, four suggestions are put forward. First, the value orientation and hierarchical structure of the goals for education data governance should be reshaped. Second, the collaborative relationship and organizational structure of the subjects of education data governance should be improved. Third, the scenario width and process depth of education data governance process should be expanded. Fourth, the regulatory feedback and iteration mechanism of the tools for education data governance should be implemented. Ultimately, a comprehensive agile governance pattern for all elements and life cycle of education data will be formed.
