Abstract This article analyses the actions,effects,limitations of social control from County Magistrate who ranked between country and civil society and ruled over the rural society which was lively and lied in coastal areas. It tries to find out the reasons based on rural society history theory and method. The material is mainly from the Intricated Case of LU Zhou by LAN Ding-yuan who was a County Magistrate during the reign of Yong-zheng emperor.
