Abstract Associated with the development of economy in China and deepening of educational reforms in recent years, the problem of entrance opportunity in compulsory education has been basically solved. But Chinese people are still unsatisfied with education due to the lack of high-quality educational resources and the unbalanced development of compulsory education. One main reason of people's dissatisfaction is focusing on the allocation of educational rescources: unbalance, simplification, and unfairness. An important measure to solve this problem is to increase the intensity of compulsory education school-running system reform, so that parents and students have more options. Once the choice of parents and students increases, and the compulsory education will be truly balanced.
