Abstract Institution treats lots of incentive means and coercive measures as carriers， and strives to demonstrate the legal status， professional competence， execution intensity， and public awareness of the substantive organization to all members of society. In the open， fair and efficient condition， institution ensures the principle that all members of society and organizations meet the basic interests of society and the legitimate interests of all parties， and completes the social interaction and cooperation. The psychological logic of institutional trust is embodied in three aspects： “with institution in exchange for time”， “with concept in place of process” and “ with culture training habits”. It is an important means to protect the system of trust to strengthen the system supervision， to construct social fairness and justice， and to achieve social freedom and equality. We should strive to foster the psychological habits of citizens to actively engage in social cooperation and broad social participation， advocate citizens to pay orderly rational attention to social politics and people’s livelihood affairs and thus promote citizens to maximize the development of the community’s general institutional trust in the public life world.
