| On the Administrative Coordination in the Cross-boundary Governance of Public Affairs: Based on the Case Comparison |

Abstract Coordination is the key of cross-boundary governance. This article compares the case of Shenzhen-Huizhou and the case of Taibei-Jilong from four dimensions: initial conditions, coordinate subject, coordinate mechanism and outcomes. Institutional environment, interdependence and the history of cooperation or conflict would affect the process of administrative coordination, then would affect the outcomes. There are three important things for administrative coordination of cross-boundary governance: government leading role, facilitative leadership and citizen participation.
