| From “Management” to “Governance”: The Evolution, Characteristics and Problems of Education Governance in India since Independence |

Abstract The concept of “governance” is derived from political science, and education governance is the application of governance theory in the field of education. India has built up a unique education governance system since its independence in 1947. This system, formed by legislation, administrative education department, administrative national committee and the participation of social forces, has developed from the initial establishment period to the power game period, and has basically realized the structure of shared governance since 1992. The transformation from “management” to “governance” demonstrates the dynamic development and change of education governance in India, which fully reflects the rule of law orientation, democracy orientation, equity orientation and technology orientation. A lot of revelations could be obtained from India's experience in education governance and its problems.
