Abstract Based on combing the practice of community governance of S public rental housing community in Shanghai and analyzing the characteristics of its residential group and their demands，this paper builds a group-conduct-performance (GCP) analysis framework for new urban community governance. It finds that， although S public rental housing community has preliminarily established a structure for community governance， the community governance should fully respect the appeals of residents to achieve good governance of the new urban community under the housing model of renting and selling simultaneously， according to residents’ demands and characteristics， which include willing to participate in community governance， placing a higher value on grassroots organizations，recognizing market organizations and self-governance，hoping to set up a network platform for community governance，and willing to obey community rules.
