Abstract Biweekly Consultation Forum is a regular democratic consultation forum system that CPPCC innovates and implements to meet the needs of comprehensively deepening reform and promoting the modernization of China’s governance system and capacity in the new era. As a system with complete process， reasonable procedures and flexible effect， the operation mechanism of the Biweekly Consultative Forum consists of six basic elements： the basis， the main body， the procedure， the characteristics， the value and the direction of the operation. Summing up and refining the experience and theory of the operation of the Biweekly Consultative Forum， together with its operation law， will be conducive to improve the new political party system in China， facilitate the development of socialist consultative democracy towards a wide range of multilevel institutionalization， and promote the modernization of China’s governance system and capacity， and then demonstrate the superiority and vitality of the system of socialism with Chinese characteristics.
