| A Review of the Three Leaders of the Federation of Chambers of Commerce of the Republic of China after the Counter-Japanese War |

Abstract The chairman of the board of directors Wang Xiaolai， the first secretary-general Luo Qinghua， and his successor Shou Jingwei were the main leaders of the Federation of Chambers of Commerce of the Republic of China reconstructed after the Counter-Japanese War. They all played significant roles in the Federation. Compared with the leaders of the previous national Chambers of Commerce， these three leaders showed several distinct characteristics： many possessed relatively high theoretical competence and abundant practical experience， many held various important concurrent posts (including posts with actual duty and authority in government departments)， had rather close relations with high-ranking party or government officials， had close connections with underworld gangs， and all came from the same province of Zhejiang. These characteristics of the main leaders inevitably exerted a complex many-layered influence on the Federation of Chambers of Commerce of the Republic of China.
