Abstract In view of the new pattern of geo-economics and geopolitics in the post pandemic era， as well as the competitive market environment of the pan-intellectual property in which the market subjects and business models are increasingly diversified，the governance of China’s intellectual property culture needs to achieve the transition from the primary macro exploration to the fine quality construction in the new stage of development. Concerning the existing practical basis and developmental needs of the governance of intellectual property culture in China， we should achieve the structural integration and optimization under the awareness of the community of shared interests. That means we should promote the value consensus， take into consideration the different interests of different subjects on the intellectual property value chain， diversify the governing subjects， provide a fair competing market environment， and perfect the legal system of the intellectual property.
