Abstract In the early period of the People’s Republic of China， the Communist Party of China (CPC) fomulated and carried out the specific guidelines and steps for the acceptance and transformation of old public universities based on the complex characteristics of the education imbalance in China，and achieved great results. The effectiveness of this has made China's public institutions of higher education take on a new look.This paper delves into the study of the CPC’s work in the acceptance and transformation of old public universities， and explains the CPC’s understanding of the law of leading and managing institutions of higher learning， summarizes the historical experience and enlightenment of the transformation of old public universities in this period， so as to promote the high-quality development of China's institutions of higher learning， and realize the goal of development of higher education in service of both the people and the governance of the CPC.
