| The High-Quality Development of Modernization of Civil Quality and Solutions to Difficult Problems |

Abstract The kernel of China's educational modernization is the modernization of Chinese people， represented by the modernization of civil quality. Taking “high-quality development” as the longitude， “China's educational modernization” as the latitude， and “national quality modernization” as the coordinate point， this work focuses on the themes in the era of promoting China's educational modernization with high quality， analyzes the difficult problems in modernizing civil quality and explores solutions. The themes of the times include： the cultivation of the every citizen's civil quality as the foundation for “people's happiness”； and the development of modern personality as the core goal， the high-quality development as the basic approach， and the comprehensive evaluation as the powerful driving force for the modernization of civil quality. In order to solve the difficulties in implementing quality education and core literacy， cultivating top innovative talents， and ensuring “openness to everyone”， it is necessary to fully carry out the new curriculum standards for compulsory education， optimize evaluative indicators of the core competencies of Chinese students， explore the Chinese approach of cultivating top talents， and perfect the governance system of modern education that is “open to everyone”.
