Abstract After the investigation trip to Northeast China， the Lytton Commission listened to the opinions from both Chinese and Japanese sides， undertook a second investigation to Japan， and finally completed the “Lytton Report” in Beiping. Although domestic voices expressed criticism in China， especially dissatisfaction with the solutions outlined in the last two chapters， the general consensus deemed it reasonable. The League of Nations Council entrusted the Committee of Nineteen Nations to persuade China to accept the mediation plan， and simultaneously drafted the “League of Nations Report”. The General Assembly of the League of Nations passed the “League of Nations Report”， which formed the final resolution on the September 18th Incident and issued recommendations for resolving the conflicts between China and Japan. The National Government's diplomacy achieved certain results. Based on the investigation， the League of Nations denied the legitimacy of Manchukuo and refused to recognize Japan's unilateral alteration of the status quo in Northeast China.
