| The Long-Term Mechanism and Strategy of the Effective Transition from Consolidating and Expanding the Achievements of Poverty Alleviation to Rural Revitalization |

Abstract Since the victory of poverty alleviation， the focus of the three-dimension rural issues (those of agriculture， farmers and rural areas) in our country has historically shifted to the all-rounded revitalization of rural areas. To achieve an effective transition from poverty alleviation to rural revitalization is the primary task. According to the progressive relationship of these two major strategies， an effective transition demands the clarification of its basis， tasks and goals. It is also necessary to prevent large-scale return to the poverty， reduce the chance of the former impoverished areas and population regressing to poverty and the chance of the increasing of new poverty population， improve the independent capacity of development of the former poverty-stricken areas， and coordinate the differences in the development of different areas. Based upon all of this， we should manage the process of optimization and upgrade， establish a sound and effective long-term mechanism for the transition， make plans， provide support for development and implement the policies for social security， in order to facilitate the effective transition from consolidating the achievements of poverty alleviation to rural revitalization.
