科技创新与矿业经济高质量发展研究——基于矿产资源产业差异视角

摘要 提高科技创新能力是实现我国矿业经济高质量发展的关键.该研究选取煤炭开采与洗选业、石油和天然气开采业、黑色金属矿采选业、有色金属矿采选业、非金属矿采选业这五大主要矿产资源产业作为研究对象,构建2011年—2019年面板数据,基于两阶段DEA-BCC模型和Malmquist 指数模型对研究期内我国主要的矿产资源产业的科技创新效率进行综合评价和效率优化分析.研究结果表明,石油和天然气开采业及黑色金属矿采选业的科技成果产出效率远远高于科技成果转化效率,我国矿产资源产业发展不均衡问题较为突出,矿产资源采选业各行业发展水平不高,I类产业分布缺乏;矿产资源产业全要素生产率的降低主要是由于技术效率带来的“拖累效应”,全要素生产率变动存在显著的时序差异和“偏科”现象;矿产资源产业存在投入冗余与产出不足的现象,需要对其投入进行合理配置以实现高效产出.应从压减过剩产能、提升产业技术创新能力和营造良好产业技术创新氛围等方面促进矿产资源产业的高质量发展.

Abstract:Improving the technological innovation capability is the key to achieving high-quality development of Chinese mining economy. This research selects five major mining industries: coal mining and processing, oil and gas mining, ferrous metal mining and dressing, non-ferrous metal mining and dressing, and non-metallic mining and dressing, as the research objects, and constructs a panel dataset from 2011 to 2019. The efficiency of the technological innovation efficiency of Chinese major mining industries is comprehensively evaluated and optimized during the study period based on the two-stage DEA-BCC model and the Malmquist index model. The research results show that the output efficiency in the oil and natural gas extraction industry as well asthe ferrous metal mining and dressing industry is far higher than the conversion efficiency. The uneven development of Chinese mining industry is more prominent, and the distribution of category I industries is lacking. The decline in total factor productivity of the mining industry is mainly due to the “dragging effect” brought about by technical efficiency, and there are significant timing differences and “partial science” phenomena in total factor productivity changes. Besides, there are redundant input and insufficient output in mining industries, and its input needs to be reasonably configured to achieve efficient output. The high-quality development of the mining industry should be promoted in terms of reducing excess capacity, enhancing industrial technological innovation capabilities, and creating a good industrial technological innovation atmosphere.
