Abstract:There is a lack of empirical research on whether high-speed rail can promote inclusive development of inter-regional tourism. With the help of a natural experiment on the opening of high-speed rail, this study compares the impact of high-speed rail on tourism in the regions with different economic levels, administrative levels, highway and airport conditions, and tourism resources. Based on the panel data of 284 administrative regions at and above the prefecture level from 2003 to 2020, the difference-in-difference (DID) model is constructed to implement causal inference. It is found that the positive impact of high-speed rail on tourism is stronger in the areas with backward economic level, low administrative level, poor highway and airport conditions, while there is no significant difference among regions with different tourism resources, and these conclusions remain stable in a series of subsequent analyses. The above results show that high-speed rail is more beneficial to tourism in disadvantaged areas, and can achieve inclusive development of inter-regional tourism. The conclusions of this paper provide policy implications for promoting the development of tourism in disadvantaged areas.
