The Effect of the Adjustment of Village-Town Administrative Division on Grassroots Governance

Abstract:The CPC Central Committee regards the optimization of setting administrative division as an important content that the Party and country lead the people to promote the modernization of the national governance system and governance capacity. The adjustment of village-town administrative division has shown a new development logic. It emphasizes the concepts of promoting the coordinated development of various regions, urban and rural overall planning and development transformation, and new government social governance. The adjustment of village-town administrative division tends to go hand in hand with social governance at the grassroots level. This paper starting from the relationship between administrative division and social governance, analyzes the operation mechanism that the adjustment of administrative division affects social governance through resource reorganization and spatial reconstruction. The adjustment of township, street, community and village level system could be able to reconstruct the elements, space, organization, rights and policy resources of the countryside, and promote the modernization of grassroots governance system, governance structure, governance mode and governance capacity. It’s a good practice proof that village-town administrative division adjustment in Hubei Province brings positive social effects that village-town administrative division adjustment is an effective means to help the grassroots to form a new governance pattern of simple system and mechanism, efficient operation and management, and multi-party collaborative governance.
