The Experience of Developed Countries in Constructing the System of Modern Cultural Industry in the “Intelligence＋” Era——Reflections on China’s Path from the Comparative Perspective

Abstract：In the “Intelligence＋” era， intelligent technology is highly consistent with the connotation of “modernity” in the system of modern cultural industry， which enriches the strategic significance of the modern cultural industry. From the international comparative perspective， the common experience of major developed countries in constructing the system of modern cultural industry in the “Intelligence＋” era is as follows： attaching importance to the innovation of cultural and art content， and empowering the cultural industry chain by science and technology； establishing an cooperation network of cultural innovation and the innovation of science and technology， and promoting the coordinated development of cultural industries with related industries such as science and technology； optimizing the institutional arrangements of the digital and intelligent era， and implementing the strategy of deep integration of culture and technology； unleashing the vitality in emerging markets such as digital cultural consumption， and strengthening the international competitiveness of digital culture industry. In view of this， it is urgent for China to learn from and evaluate the foreign experience in order to improve the system of modern cultural industry in the “Intelligence＋” era， and construct an improvement path from four dimensions. First， we need to strengthen predictive institutional arrangements and top-level design for the coordinated development of culture， science and technology， and optimize the ecological environment of modern cultural industry in the “Intelligence＋” era； second， it is important to promote the content innovation and the deep integration of culture and intelligent technology， and drive the comprehensive upgrade of modern cultural industrial chain and value chain； third， we should build the AI cultural industry cluster and other new business clusters and the cooperative network of cultural innovation and the innovation of science and technology， and promote the crossover linkage and transition among industries； fourth， it is necessary to establish a new development pattern of AI cultural dual circle， and foster collaborative innovation on both the supply side and the demand side.
