Abstract：How to implement the “going out” strategy while ensuring the safety of water resources in China is of great significance to the construction of water ecological civilization. The impact of OFDI on water resources security is empirically tested by using the Sys-GMM. The results show that OFDI has a negative impact on China's water resources security. In terms of classification and compared with market-seeking OFDI， resource-seeking OFDI has a greater negative impact on water resources security. Technology-seeking OFDI has increased water resources security in China. There are heterogeneities in the impacts of forward-gradient OFDI and reverse-gradient OFDI on water resources security. The former has reduced water resources security in China， and the latter has increased water resources security in China.
