The connotation， path and strategy of constructing modern ecological industry system in the overall space： a case study on Chongqing

Abstract：Build an industrial system which meets the characteristics of modernity according to local conditions is one of the important ways for China to explore and establish a modern industrial system. As a key area for the implementation of the ‘ecological priority and green development' strategy of the Yangtze River Economic Belt， Chongqing should achieve the green and high-quality development of the regional economy under the strategic framework of ‘grasping the big protection and not making big development’. The key is to go beyond the ‘administrative zone line' and coordinate the overall space of Chongqing to carry out collaborative planning and layout， and exploring and constructing a modern ecological industry system in the overall space focusing on ‘industrial ecologicalization and ecological industrialization’. On the basis of elaborating the realistic background and connotation of modern ecological industry system in the overall space， we suggest that a realistic path that focuses on shaping ten modern ecological industry space， and eight supporting strategies including strategic concept， assessment system， land element， fiscal and taxation policy and ecological compensation.
