Land financial dependence, land supply structure and urban provisions of social housing: empirical evidence from prefecture-level cities in China

Abstract:Based on the panel data across 290 prefecture-level cities during the period 2009-2017, the study examines the spatial pattern characteristics and the underlying determinants of land supply for social housing under the context of land-centered urban development. The empirical findings indicate that the spatial differentiation characteristics of the provision of affordable housing in cities and above the prefecture level in China are significantly different from other socio-economic spatial patterns. Moreover, the land financial dependence and land supply structure biased toward industrial sectors have inhibited the incentives of local governments in the supply of affordable housing. In additions, the land supply structure has a relatively strong restraining effect on the provisions of social housing in the inland region. The conclusion provides useful reference for better promoting the supply of affordable housing and the implementation of the place-based affordable housing policies.
