A national logic for the security of critical minerals under a holistic approach to national security

Abstract:A surge in demand for critical minerals has been caused by the development new industries such as new energy, new technology and new materials, which has become the focus of resource security governance in major countries around the world. Considering the drastic adjustment of global productivity and production relations and the impact of COVID-19 epidemic, as well as the uncertainty and instability of the international and domestic environment, resolutely pursuing a holistic approach to national security is proposed in China. Based upon the classification of existing security evaluation theory for mineral resources, global value chain governance theory, and national resources governance theory, the security of critical minerals under the connotation of a holistic approach to national security is analyzed in this paper with lithium resources as an example. From the perspective of three dimensions including governance subject, governance goal and governance method, the governance logic of the security of critical minerals is defined and structured under a holistic approach to national security.
