Abstract Community consultation is the grassroots practice of the system of socialist consultative democracy，which is in the process of continuous concept innovation， practice adaptation and system evolution.The 19th CPC National Congress stresses that it is necessary to strengthen the building of the system of consultative democracy，form complete institutional procedures and the practice of participation， and ensure the right of the people to participate in their daily political life extensively，continuously and deeply. Therefore, in view of the current practice of community consultation, further institutionalization, standardization and coordination of community consultation has become an important development direction of current and future innovation of community consultation governance.
